Imagine this: Sasikant, a painter in Jatni, Odisha, completing a vibrant street mural. He picks up his phone, receiving a notification of his week’s wages, credited directly to his bank account. In the heart of Odisha, a story of transformation unfolds, centered around Sasikant.
A reality which was unheard of a few months before, is now possible. Sasikant’s story is just one example of the positive impact of the Mukhyamantri Karma Tatpara Abhiyan (MUKTA) scheme and the Smart Payments system. This was implemented by the Odisha Government, under Chief Minister Naveen Patnaik’s guidance.
About MUKTA
In 2021, Odisha Government implemented the MUKTA scheme to provide livelihood opportunities for the urban poor, migrant workers, and informal labourers by involving them in the creation of sustainable community assets. To date, more than 600 projects have been taken up under the MUKTA scheme with an expenditure of 70 crore. 40% of the beneficiaries of this scheme are women.
MUKTA stands out for its community-focused strategy, targeting comprehensive urban growth. It aims to provide sustainable jobs, protect the environment, and build resilient infrastructure. By fostering trust with local groups and improving governance, MUKTA promotes development led by the community itself.
A reimagined payment cycle
Enter MUKTASoft, the digital engine powering MUKTA. This is a social benefits module, built on DIGIT. MUKTASoft has altered how payments and project management are handled within the scheme. Sasikant’s story of receiving his wages effortlessly is an indicator to the system’s impact.
Previously, the disbursement of wages was a prolonged process, often stretching over two months. With the advent of MUKTASoft, this duration has been dramatically reduced to less than two weeks, marking a significant leap in operational efficiency and worker satisfaction, as seen in Dhenkanal and Jatni ULBs. The system employs the Just-In-Time Funding System, built by MicroSave Consulting. This was integrated into the Odisha Government’s Integrated Financial Management System (IFMS). There were quick visible outcomes with automated and fast-tracking payments. It means more entrepreneurship opportunities especially for women-led Self Help Groups, reduced administrative burden on front-line employees, and also means curtailing unspent balances. This serves as the technological backbone of the product, bringing about major reforms in the payment process for thousands of workers.

The improvement in payment processing has not just been a logistical victory but a transformative experience for thousands of workers like Sasikant. Timely wages mean timely access to life’s necessities, educational opportunities for children and a stride toward financial security and dignity.
MUKTASoft was built with gender integration and women’s economic development at its core. It was co-created with 400+ women from Jatni and Dhenkanal, for use by 30,000+ women-run SHGs across the state. MUKTASoft directly impacted reducing poverty and inequality.
This story also includes a powerful tale of empowerment, demonstrated by Chandrakanti, who leads a Women’s Self Help Group in Jatni. Her journey with MUKTASoft has been one from being overwhelmed with manual processes to one being streamlined, and enabling efficient management. The digital transition is not merely about convenience; it represents empowerment, turning women like Chandrakanti into entrepreneurs and community leaders.

The impact of MUKTASoft has been far-reaching. Beyond direct beneficiaries, it has infused a sense of ownership and pride among local government officials and community leaders. The technology ensures accessibility and ease of use, which are the key factors in the program’s widespread acceptance and success.
